Ok, I thought this was a fly - its posture and its eyes are fly-like - and if I were a betting man I'd go for fly. However, the antennae are waspish and it could have a wasp waist (I don't have any other viewpoints). Also is there one or two pairs of wings?
So.....is it a fly and any thoughts on identification?

11th hour edit: Having just posted this (and looked again) I'm pretty sure I see a pair of halterers - in which case a fly for sure.

Intruiging thing! After paying this thread a second visit today I'm pretty sure I can see a pair of halteres. It's a fly then, and with a high-ish number of antennal segments it must be a Nematoceran.
Possibly Ceratopogonidae.

Janet - Yep I think you're spot on with Simuliidae  . Think I'll post this one on Diptera.info now I have some idea on id.

Bruce  | I thought it would be a female Simulium by the shape of abdomen and most of them seem to be Simulium. The wing venation is the clue, I have had males but I got one at night by the outside light which is similar to yours or even the same but the abdomen is less swollen, that was on 26th June. I think mine was smaller, perhaps 3mm.

| | | Re: Fly or wasp?   I'm glad you mentioned size Janet......I'm usually pretty careful about this but on this occasion I'd forgotten to adjust for a 20mm extension tube (with 105mm Macro lens) when I calculated size - blast I hate making stupid mistakes!
Anyway....so size would be closer to 3mm (perhaps just a tad over).
