Certainly looks "Tachy", but it's not obvious as to which species. The one that most immediately sprang to mind from the shape and colour cannot be the same as yours as your fly has hairy eyes and the one I was thinking of doesn't.

I have had a couple with hairy eyes, Eumea linearicornis and Epicampocera succincta, could be the latter? One I had was more brown than blue-black.

I've had it id'd as Nemorilla floralis.
