One of the two genera, yes - but I wouldn't like to commit myself to either - let alone species, on the basis of these photos. Often you'll need a specimen and microscope.
Take care, Jason EDIT: Looking back at my collection, I've found I've taken Phyllobius roboretanus from Red Clover - brightish green in colour. Not an ID, just an avenue you understand!
