To me, Toby, that rather looks like a Robin's Pincushion Gall Wasp - Diplolepis rosae.

But I have never seen one - I just remembered seeing a similar photo when looking for something else.

Perhaps this will encourage one of the experts to comment with a better answer.

suspect it is a Gall wasp anyway
