Is this a caddis fly?

I first thought this was a moth, but now I'm tending to think it's a caddis fly. Seen in my garden in Cardiff, next to pond. Any Ideas?

Those wings look hairy which would suggest caddisfly. Not 100% though

It's the Oecophorid moth Esperia sulphurella - usually common in my garden at this time of year, but so far have only seen one.
