Fluffy fly ID

Please can someone iD this fluffy fly that was on my yellow flag iris's.

Its a type of owl midge, I believe they are a very difficult to identify to species level.

I can put a name to it now..
Lovely little thing and can see now where the name comes from its cute..
Do they breed in ponds as it was near my pond.

Yes they tend to live in aquatic or semi aquatic habitats although some species can live away from water in damp woodland type habitats. They often live in eutrophic wateror water with decaying vegetation so garden ponds with lots of plants often contain them.
