They are very variable, there's other Chironomids with similar legs. The owner of that photo is an American expert on the subject.

The owner of that photo is an American expert on the subject.  | Don't I know it - in the past I was a mad keen fly fisherman (and still do a bit but I spend more time with a camera or binoculars now) and I spent hours trying to imitate one or other of the 400 odd species of British chironomids! However it's very like the phantom midge: Chaoborus crystallinus - Chaoborus crystallinus - Phantom midges Photos Pictures
