1. Nemotelus sp (soldier-fly)
2. A muscid
3. Not a true fly
4. Yes, a sawfly, maybe a Tenthredopsis, but cannot be certain

Definitely not a dipteron; psyllid,barkfly or something like that. Jason might know.

That wing pattern must be helpful, sure I've seen it somewhere before agree not dipteran...
