Yes it is, their exact ID requires a closer look but you can tell it's a gravid ( meaning egg-filled) female. Female by the pointed tip to the abdomen ( the ovipositor, used for ejecting eggs) and gravid due to the swollen appearance of the abdomen - the alternate yellow bands are stretched membrane due to the number of eggs inside.
She's probably from the Tipulidae family.
