It has pollen-baskets to me... the hind leg, here draped over the grass stem, tapers from the base at the femora to the widest part where you see the orange basitarsus - it just hasn't collected pollen yet. It should be ' straight-up-and-down' if it lacks it, so most likely Bombus lapidarius - for me.
In my experience, if you have to question it - it probably isn't.
