I can't see any yellow on the back of the legs, so that would make it a Ruddy Darter, teneral female?
I've had the male Ruddy, a bright red!

Definitely a female Ruddy Darter, I wouldn't describe it as teneral (a term which is best used only for dragonflies that have emerged very recently) but it does look like a fairly young female.
If it was a Common Darter the vulvar scale should be visible from this angle (in addition to the black legs). | | |
