Hello all - is this a bee or a wasp? And how do you tell them apart at this size? This one was only about 5-6mm in length. Pictured feeding on umbellifers. My instinct tells me it's a wasp ...

It's a female Hylaeus sp., and one that'll likely need microscopy (if girls can be done).
