Can't help with the fly but the moths are, I think, Adelidae, Adelinae, 'longhorn moths' - look through British Moths | Systematic List | UKMoths from #144!

the fly looks like sicus ferrugineus to me. A Conopid fly, parasitises bees. You often see them following bumblebees around on thistles etc...and they aren't there to make friends with it!
