Is this a brown hawker (with blue eyes

Yes Brown Hawker + t'other is a Black-tailed Skimmer.

I'd say the first is a Brown Hawker male and the second is a Black-tailed Skimmer.

But, who the heck named that second one a black tailed skimmer...where is the black? No wonder I have problems

Mature males do have an obvious black rear end to the abdomen, so is a good name for them- check the Gallery!

Sometimes females + immature (also over-mature) individuals can present more problems for identifying.
