Sorry for the poor picture, it flew off before I could get a better one. I saw it on the 20th of June at Insh Marshes on a path through mixed woodland. 
Probably not possible to ID due to the poor picture, but any help will be appreciated.

I'm a bit doubtful about that being an Ichneumon. To my rather unexperienced eye it looks a bit like one of the Concopid flies.
Have a look at Conops quadrifasciatus to start with.
But more informed help will probably be required. |

A Conopidae certainly, but beyond that I'm clueless here! Probably one I haven't heard of.
