It was the same size as a vine weevil

Yes it really was that blue. I had been crawling through long grass photographing various blue type damselflies and I noticed the blue out of the corner of my eye just a few inches away. If i'd been standing up I probably wouldn't of seen it.

It's a Phyllobius sp., which are a pretty difficult group from photos. Any other angles? All characters needed are external but subtle, so good close-ups are essential in forming a good ID ( I have a funny feeling it may be Phyllobius pomaceus, using a little interpretation... but I'd better not say it).
