Fly for ID Please

Hi:

Can anyone ID this fly I found yesterday in my garden for me please - I've never seen one of these before, and I can't find anything that remotely resembles it in my (one and only ) insect book:



It was tiny - no more than 2-3mm in length, perched on the end of a mahonia leaf, quite squat and round, quite active, and yes - it was this colour (blue and black, with red eyes and clear wings).

Wasn't able to get any more shots of it before it disappeared.

Polyporivora ornata, a Platypezid. It looks rare! but I've no idea if it is.
