is it a fly?

I saw loads of these flies whilst out today could you please tell me what they are

thanks for that i did think it was a bee at first, why do they have long protruding mouth parts? what do they feed on?

The proboscis is used to feed on nectar, they feed on a wide range of early flowering plants. The larvae feed on the larvae of solitary bees.
