It's one of the Snail-killing Flies for me. As for species, it looks a little like Psacadina spp., but I'm probably over-looking an obvious one!
I would wait for other views first such as the wings from above should you have it, as I am really not too sure about this one. One point to note,though I don't know how essential it could be - but the eyes lack the often-seen banding across them. It would also appear to be a male going by the probable genetalia capsule tucked under the abdomen tip. I don't know how much the eyes differ between the sexes, it doesn't seem to be as pronounced as in say Syrphidae.
As for titles, they're as catchy as ever

Thanks Jason. Yes the head (face) looks like a snail-killing fly to me too. Unfortunately I was unable to get any other angles on this fly before it flew off.
Know what you mean about the eye banding. Here's an example I posted back in September:
