I think Heleomyzidae, I had a similar male yesterday with all black antennae (and a female in April) which would leave me to believe Heteromyza atricornis but apparently we don't have it,  just found we do but it's now called Heteromyza rotundicornis.
Yours has an orange base on the antennae, Gymnomus caesius is the only Gymnomus sp. we have here and it looks close, but then again it could be in another family altogether   The antennae on that look a little more orange but most of it fits, I think!
