Moth? pupae emerging from gall on rush/Juncus

Hi, can anyone help me identify a species?

I found a big patch of rush (possibly sharp/blunt flowered rush, Juncus acutiflorus/subnodulosus) on wet heathland in Norfolk where all of the flowering heads had been galled by an insect. All of the galls had exit holes drilled into them (most had two or three exit holes) and some of the exit holes had the remains of pupal sacks coming out of them. Pupal sacks were white/beige in colour and about 5mm long. Does anyone know what species does this? I'm thinking it is probably a moth which pupates inside the gall and emerges leaving pupal sacks behind it... Any thoughts??

I think these are due to a species of "bagworm" moth.

Have a look at Coleophora glaucicolella and Coleophora alticolella
