Yes, it's a wasp. Possibly from the Cynipidae family of Gall Wasps - the antennal segmentation seems good for that, though a shot focussing more on them would be good! Also the large thorax fits.
Others may hold other opinions - I'll await with interest.

Jason is close - it is a cynipoid wasp but it isn't a gall-former - I think it is a parasitoid in the family Figitidae, and it reminds me of a common parasitoid of hoverflies with a superb name - Callaspidia defonscolombei
My reasoning is that I don't know any gall-forming cynipoids with such a petiolate gaster (a stalk on the abdomen) and figitids often have a very rough/rugose thorax with a raised and highly ornate scutellum (the bit at the back of the thorax). |

Jason - Thanks for confirming that I have a wasp. This was a very active insect and I only managed to take a few shots when it paused for a second (at most  ) and none show the antennae any more clearly.
Chris - Thanks for your help in progressing us towards an id - I do appreciate the problems. Unfortunately this wasp was on the top of a tall fence post so it was not possible to get a dorsal shot. On the plus side I've added 2 new waspish words to my vocab, namely petiolate and gaster (checked on Google of course  ).
....and it would be good if it was Callaspidia defonscolombei ....for the name alone!
