As you might know, these are extremely difficult but the extra thing it has might be a clue.
Much I'm seeing looks to fit the family Platygastridae, the antennae look to have 8-segmented flagellum (the bit between the tip and the bottom joints), shiny black body, wings with little veination, and size, all match up. Platygastridae - Wikipedia, the free encyclopedia

It's a scelionid wasp of some sort (family - Platygastridae as JRS bugs suggested).
The peculiar horn is part of the abdomen - no idea what it might be used for - but it could be to house the ovipositor.

| | | Re: tiny wasp for ID You might want to see what you can find on the scelionid tribe - Baeini as I think it's this tribe where some of the species have the peculiar metasomal horn. I think all the species in this tribe are egg parasites, so you might have found yourself an interesting egg parasitoid.
