No. Its a common darter. Note: The pale stripes down the legs. All black in ruddy darter

Morning Mike

It's a male Common Darter Sympetrum striolatum for me. This one has a yellow line on the legs whereas the Ruddy has just black legs. Further, RDs have a few yellow veins on the wings where they meet the body.
