I don't think its C. viridis, not with those four black spots on the head. How about one of the Cicadula spp., maybe something like Cicadula aurantipes?

This is a really hard genus, and usually comes down to dissection, unfortunately... but I suspect it's a different one to any I've seen before. |

It was 'just' a wildflower meadow surrounded by brambles, umbellifers, long grass, etc. - though there was a small pond 100m away.

Strange, I have looked at this insect, and it looks similar to what I found on the dead Frog-hopper. I wasn't sure what it could be. At first I thought it might have been that the Frog-hopper was host to another insect, which had laid eggs in it, and the small insect was the larva that came out of it.

Glad to see the picture! It's the Common Froghopper Philaenus spumarius, which has been wrapped-up in silk by a spider.
