I will go with it being a Pimpilinae sub-family member. Pointers to these in my experience include the two-tone pterostygma (the coloured, filled-in wing cell that's positioned half way along the leading-edge) and short ovipositor - though of course only present in the girls! They tend to look a little stronger than other ich's, perhaps a jist-thing you pick up with experience.
Generally sawflies have shorter, stumpier antennae and a more robust appearance.
