Anyway, I may have got it. You will see from this photo that Periphyllus nymphs are hairy and they have segmented (or wrinkly) abdomens - Afficher le sujet - [Periphyllus sp.] Pucerons verts poilus Le Monde des Insectes - and towards the bottom of this page there is a very similar photo to those here.
As to why they haven't grown, this page says that in mid summer Periphyllus aphids go through a period of diapuse during the 1st instar - SpringerLink - Journal Article
I think the species is Periphyllus acericola

| | | Re: Aphids ? Thanks all, but I'm puzzled now why Periphyllus species stop growing and prolong exposure to parasites / predators when other aphids are producing babies by the zillion.
