Try Platycheirus rosarum.

Never seen one myself but it looks about right according to the book.

Yes, a nice little fly, prefers damp places but often overlooked I would think.

I said that I had never seen one; and today one 'came to see me'. It settled down right in front of the macro lens.

Like Lync said, damp and a bit marshy beside a stream.
