I've seen the same myself - several times. The closest I've got is Bibio or Dilophus sp., a so-called Harlequin fly in the Bibionidae family. I haven't seen one ID'd with the detail on the wings, but with the distinctive swollen femur.

A strange little fly, seems to stay in the same place all the time, and is very reluctant to fly, it just walks about everywhere, even when i tickle it with a piece of grass  ... |
