Fly for ID please.

I saw this fly out on a walk it seemed to have threads attached like it was caught in a spiders web but it looks like the spider was dinner cant quite make it out.

Looks similar to a pic I had Id the other day - a Solomons Seal Sawfly Phymatocera aterrima

do I detect Yellow Flag in the background? In which case it is more likely Rhadinoceraea micans

Yes, it was near a pond and lots of yellow flag.
