Hi

The beetle looks like a Green dock leaf beetle - Gastrophysa viridula and I think the nest is actually a type of gall, do you remember what plant it was on? If it's a rose then I would suggest it's an old Robin's pincushion gall caused by a wasp Diplolepis rosae.

The gall is without doubt the remains of an old Diplolepis rosae gall.
