The rockery is like a caddis larvae but the jaws are surely of a lacewing larva.
Don't the hemerobiids do this? e.g. Green Lacewing - DirtDoctor.com - Howard Garrett - The Dirt Doctor

Just a lucky guess....
No... ta for the info - had a quick scan of larvae before posting, lacewings did seem to fit the bill, but no mention of all that detritus piled on top.
Aw well...

Loosing track with all the time travel etc. so not sure it has been cleared up, but it's certainly a lacewing larva and yes, (some of?) these do pile up rubble on their back for camouflage | | |
