Not really my field so I could very well be wrong but it certainly looks homoptera-ish
it reminds me of an early instar leaf hopper nymph.

Yes it is a Hemiptera (bug) nymph of somesort, but thats as far as i can make out.

I'd guess at a delphacid planthopper, but from this angle and at such an early stage, it's really hard to be sure.
