Yellow fly identification please

This fly, together with two more, were found on the red stems of a climbing rose yesterday, does anybody have any idea what it is? Apologies for the poor quality of the photograph!

Sorry GreenGardener but I have no idea what it could be, it might be a good idea to post this in the insect forum, you'll get a better response there to your question.

I always thought that a weed was any plant in the "wrong" place!

Hi I have looked in my Insect book that I have and in it resembles a type of Sawfly that likes roses. I hope this helps.
