Funnily enough I found some of this recently, initially I thought it was a slime mould. However, I've been informed by my local Biological Recording Group that it is the remains of an amphibian. The eggs are eggs and the jelly is the albumen which has swelled up after being eaten.
There was some debate as to whether it has been caused by predation, maybe Otters or Raptors.
