I think now, that the guy is or was intending to make the slopes shallower for marginal plants to grow and improve the wildlife, but then realised he'd a bigger job to do than he'd first imagined - I think most conservationist have been in that position at some time.

But there's nothing to stop you making further inquiries BP - simply ask what the plans to the Country Park are for the future now that there is an emphasis on sculptures (change of management), and just say casually that you noticed somebody doing a bit of 'work' by the pond.

Probably the owner of the place, whenever I have bumped into the genuine 'landed gentry', they are normally a pretty scruffy lot in similiar attire to the chap in the photo, except maybe substitute the dog for a black labrador or terrier.
