I found a patch of brambles today where all the shoots looked like this 
Any ideas what would cause this?

I believe it's a type of gall known as "Robin's Pincushion". I've seen quite a few of them recently.

Its not Robin's Pincushion this is the result of Diplolepis rosae and is found only on roses, such as dog rose Rosa canina. |

You do get lots of similar galls though such as this one on the buds, however I will have to have a good luck around as this is not one ive ever seen before. |

It was definitely a bramble - a few plants were producing a few normally developing shoots.
I assumed it was a gall of some sort, but can not find it in my gall book | | | |
