Sorry, I meant is it a Toad tadpole ('Toadpole') as opposed to a frog tadpole |

I'd say it's common frog. I'm running a little project to photograph these as they develop which you can see here: Tadpoles
Only they're not developing much yet - just getting bigger.

I think its a frog as you said its brown and speckled toads tend to stay black..
