I don't think that is Oak Ray, and the unusual growth of this fungus has really thrown me.
I'm thinking Inonotus radiatus, this is usually on dead Alder trunks and grows in tiers (one above the other), but I have never seen it growing like this before - nothing else immediately comes to mind.
