are these even fungi??

Hi I know I need new glasses but I have seen lots of this about recently on the underside of pine cones. Are they fungi or emerging roots??? The tips appear to have an emergent cap but I have been unable to find one fully formed.

If nothing else you can all at least have a good laugh.

Carefully peel away the scales to see if this is emerging from an insect buried in there somewhere - it should look quite ill if there is.
