Looks like a Stereum of some sort.

Thanks for the tips, I think you are right and it is stereum gausapatum or 'false turkey tail' as it says on the google. Little confused as it says the host is always oak and I dont think the tree is an oak.

could it be stereum hirsutam, is there any way to know for sure?

If it is gausapatum it should bleed red when cut.
