H. coccinea always has a smooth stem, whereas the waxcap in the photo has a longitudinally fibrillose stem.
There isn't enough information to be absolutely certain but, with a cap that looks like it will have been slightly lubricous when fresh and a fibrillose stem, I think this is
Hygrocybe punicea.
