Can anyone tell me if this is Thelephora penicillata or something completely different?

hi Mal

I don't think that (whatever it is) it is anywhere near mature enough to name; Thelephora spores are distinctive - coloured and strongly ornamented so you could try for a spore-print . . . .

these feathery mycelial growths are quite common - but I have to be honest, I've never followed them through to fruit-body formation
