Looks like it's on oak (Quercus) but you will find it on hazle (corylus).
Often resupinate on underside of horizontal branches but on vertical
surfaces it tries to form brackets.

do you really mean "ferreus" and not "ferruginosus"? I have never come across Ph. ferreus (19 records in sw-Germany), but the most common Phellinus here is Ph. ferruginosus (> 900 records in sw-Germany) and I have often found that people mix up the two names. Especially as you mention hazel as substrate, which is very regularily beset with Ph. ferruginosus, whereas Ph. ferreus seems to prefer oak here.

sounds to be the reverse in Germany to what it is here, i have queried those
on hazle in the past and been assured they are P.ferreus, so must say i
remain unshure. Would be very interested if the finder sent a sample for
expert appraisal.

Phellinus ferreus has an interesting distribution in germany, as I just looked up in the distribution atlas (KRIEGLSTEINER 1991). So it is quite abundant in north and west germany, but almost absent in south and east germany.
It is one of the most perfect cards for showing a species with atlantic distribution in Germany!
