I'm tempted to say that it looks like Albobobblus incognitus but as it isn't April the first I won't . . .  
to be more serious, how big were the bobbles? and was it growing in a wet place (i.e. near a stream or pond)? it's possible that this is the imperfect stage of the resupinate fungus Bulbillomyces farinosus

Chris | Well Chris there's no stream or pond nearby ...but that part of the park can get quite boggy..the so called bobbles were the size of a dress-makers pin head....Ive just checked the species out in the A-Z and it looks like it could be a perfect match..and that one is a much better picture too..

| | | Re: Unknown white bobble type fungi then you've probably got it Julie - excellent . . . this stage is known as the Aegerita stage and its the asexual stage; it's much commoner than the 'perfect stage' which is one of the rather lookalike "whitewash" fungi you see on fallen logs and branches
these little white jobs float away if and when the site gets flooded (that's why I asked the 2nd question) and spread the fungus that way
without trying to get too technical the scientific name is quite descriptive: Bulbillomyces means the 'bulbil fungus' - bulbils being like the sprouts on a sprout-plant and farinosus meaning 'grainy' or 'mealy'
sorry, lecture over! - I do go on sometimes . . .
