2) Is this a mycena or another thing.

I have been desperately and unsuccessfuly looking for a photo of a young galopus which is what I think this is. Inclinata (nice photo of yours by the way  ) is identified by the two tone stipe and not this powdered black even when young. Galopus and arcangeliana are the most likely and as KT mentioned milk  . The only other white milk bleeding Mycena erubescens does not grow in tufts like this.
