Commoner than one thinks I expect - these sterile 'conks' are not uncommon on birch throughout Britain but the fertile basidiomes are extremely rarely seen - very 'succulent' to insects apparently, which rapidly eat them ! And apparently not often produced either - the fungus tends to maintain itself as the 'conk'
I think that this is the famous 'chaga' with regard to the medicinal use but I don't know what the active ingredient(s) are - probably numerous !
Google 'chaga' and that might lead you somewhere ! I know that it is brewed as a tea of some sort.
