Yes, it does seem a bit ironic that people spend all the year trying to conserve electricity then waste it in this way. However, I don't think that people have been as bad this year as others and the city council has been really quite restrained. One thing that has been done is to hang up reflecting strips along some streets - so much spare light from cars and houses that you don't need to use any new energy. Could work with chains of mirrors?

I often go out into the depth of the countryside at night to take long exposures (16 seconds ) with my Olympus 5050 camera, there is enough background light from distant
street lighting (several miles away) for some of these shots to look almost as if they were taken in daylight, even more so in conditions of low cloud where they light is reflected back down to the ground. Just shows how much energy is going to waste
