This enterprise appears to be a somewhat less villainous method of encapsulation - But if the £4000 is correct - I still think it's criminal
The amount of habitat that one of these contraptions creates will actually be negligible, but if people are willing to pay such an exorbitant price for this service, then good luck to them.
Far better if you ask me, to chain together some of the vast mountains of old car tyres and submerge those. These can and do create viable and extremely long lasting artificial reefs. (In the right locations).
