My friend Rosalind Peterson has a detailed report on Caps & Trades which allows geoengineering and weather modification and amongst the alarming things being done is the adding of iron dust to the oceans to cause algal bloom by a firm called Planktos. The seas around the Galapagos Islands are under threat from this form of pollution.

Update: U.S. Senate Bill 517 and U.S. House Bill 2995, a bill that would allow experimental weather modification by artificial methods and implement a national weather modification policy, does not include agriculture or public oversight, was not passed in 2006. This bill could be reintroduced at any time for passage early in 2007.
We all owe a debt of gratitude to all of you who contacted members of the U.S. Senate and U.S. House of Representatives. A special thank you to Bridget Conroy in Arizona for all of her organizational skills, dedication, and hard work to try and defeat these measures…and to all of you who organized events (with special thanks to: B. Conroy, K. Ornstein, D. Morrison) and protest rallies against these two bills.
This bill was designed to implement experimental weather modification. The appointed Board of Directors established by this bill does not include any agricultural, water, EPA, or public representatives, and has no provisions for Congressional, State, County, or public oversight of their actions or expenditures.
Many current and ongoing weather modification programs (50+ listed by NOAA each year in 2005, 2006, and 2007), may be directly impacting the weather where you live. It is time that we have a national dialogue about these programs and how they negatively impact agriculture and the micro-climate stability that are needed to produce crops. It is time for a national dialogue on these topics.
